Demand for Probe into ₹583 Crore Amritsar Smart City Scam: Social RTI Activist Gurmeet Singh Bablu Seeks Justice from CM Bhagwant Mann
Chandigarh 16 October ( Ranjeet Singh Dhaliwal ) : Social RTI activist Gurmeet Singh Bablu from the holy city of Amritsar has demanded that Punjab Chief Minister Bhagwant Mann order an independent probe into the alleged ₹583 crore scam in the Amritsar Smart City Project. Bablu has also filed a detailed complaint with the Comptroller and Auditor General (CAG) on October 10, 2025. Addressing a press conference at the Chandigarh Press Club, Bablu said that he has previously exposed several scams including those in ECHS and NDPS. Now, he has revealed that tenders worth crores under the Smart City Project have repeatedly been awarded to the same company — Sharma Construction — for several consecutive years, allegedly benefitting two bureaucrats. “The condition of Amritsar’s roads is pathetic; it’s evident that not even a fraction of the funds, let alone crores, have been spent on actual development,” he said. Bablu alleged that despite the release of ₹393 crore between 2022 and 2025, there is no sign of fresh tarring or completed construction work in the city’s streets. He levelled serious accusations against two bureaucrats — Sandeep Rishi and Harpreet Singh — claiming they misused public funds for personal gain. He further revealed that following his disclosures, he was served a legal notice of ₹5 crore by an IAS officer’s lawyer, to which he has already submitted a suitable response. Expressing faith in Chief Minister Bhagwant Mann’s commitment to transparency and his tough stance against corruption, Bablu said, “I believe the Chief Minister will ensure a fair investigation into this matter.” However, he warned that if no action is taken, he will be compelled to either launch a public protest or approach the Punjab and Haryana High Court for justice.
