ਪੰਜਾਬ ਵਿੱਚ ਕਾਨੂੰਨ ਵਿਵਸਥਾ ਦੀ ਹਾਲਤ ਬਦ ਤੋ ਬਦਤਰ : ਡਾ. ਸੁਭਾਸ਼ ਸ਼ਰਮਾ ਲਗਾਤਾਰ ਵਧ ਰਹੀਆਂ ਅਪਰਾਧਿਕ ਘਟਨਾਵਾਂ ਕਾਰਨ ਵਪਾਰੀ ਤੇ ਕਾਰੋਬਾਰੀ ਪਲਾਇਨ ਕਰਨ ਲਈ ਮਜਬੂਰ ਐਸ.ਏ.ਐਸ.ਨਗਰ 30 ਜਨਵਰੀ ( ਰਣਜੀਤ ਧਾਲੀਵਾਲ ) : ਪੰਜਾਬ ਭਾਜਪਾ ਦੇ ਉਪ ਪ੍ਰਧਾਨ ਡਾ. ਸੁਭਾਸ਼ ਸ਼ਰਮਾ ਨੇ ਇੱਕ ਪੱਤਰਕਾਰ ਵਾਰਤਾ ਦੌਰਾਨ ਸੂਬੇ ਦੀ ਕਾਨੂੰਨ ਵਿਵਸਥਾ ‘ਤੇ ਗੰਭੀਰ ਚਿੰਤਾ ਜਤਾਉਂਦਿਆਂ ਕਿਹਾ ਕਿ ਪੰਜਾਬ ਦੇ ਹਾਲਾਤ ਇਸ ਕਦਰ ਬਿਗੜ ਚੁੱਕੇ ਹਨ ਕਿ ਇਹ ਕਹਿਣਾ ਗਲਤ ਨਹੀਂ ਹੋਵੇਗਾ ਕਿ ਕਾਨੂੰਨ ਵਿਵਸਥਾ ਦਾ ਜਨਾਜ਼ਾ ਨਿਕਲ ਚੁੱਕਾ ਹੈ। ਉਨ੍ਹਾਂ ਕਿਹਾ ਕਿ ਸੂਬੇ ਵਿੱਚ ਰੋਜ਼ਾਨਾ ਕਤਲ, ਲੁੱਟ, ਛੀਨਾ-ਝਪਟੀ ਅਤੇ ਫਾਇਰਿੰਗ ਵਰਗੀਆਂ ਘਟਨਾਵਾਂ ਸਾਹਮਣੇ ਆ ਰਹੀਆਂ ਹਨ, ਜਿਸ ਕਾਰਨ ਆਮ ਲੋਕਾਂ ਵਿੱਚ ਡਰ ਦਾ ਮਾਹੌਲ ਬਣਿਆ ਹੋਇਆ ਹੈ। ਡਾ. ਸ਼ਰਮਾ ਨੇ ਕਿਹਾ ਕਿ ਦੋ ਦਿਨ ਪਹਿਲਾਂ ਮੋਹਾਲੀ ਵਿੱਚ ਐਸਐਸਪੀ ਦਫ਼ਤਰ ਦੇ ਬਾਹਰ ਦਿਨ ਦਿਹਾੜੇ ਇੱਕ ਨੌਜਵਾਨ ਦੀ ਹੱਤਿਆ ਹੋਣਾ ਇਸ ਗੱਲ ਦਾ ਸਪੱਸ਼ਟ ਸਬੂਤ ਹੈ ਕਿ ਅਪਰਾਧੀਆਂ ਦੇ ਹੌਂਸਲੇ ਬੁਲੰਦ ਹਨ , ਸਰਕਾਰ ਤੇ ਪ੍ਰਸ਼ਾਸਨ ਦਾ ਡਰ ਪੂਰੀ ਤਰ੍ਹਾਂ ਖਤਮ ਹੋ ਚੁੱਕਾ ਹੈ। ਪਿਛਲੇ ਇੱਕ ਮਹੀਨੇ ਦੌਰਾਨ ਹੋਈਆਂ ਕਈ ਭਿਆਨਕ ਘਟਨਾਵਾਂ ਨੇ ਪੂਰੇ ਪੰਜਾਬ ਨੂੰ ਹਿਲਾ ਕੇ ਰੱਖ ਦਿੱਤਾ ਹੈ। ਰਾਣਾ ਬਲਾਚੌਰਿਆ ਹੱਤਿਆਕਾਂਡ ਸਮੇਤ ਲੁਧਿਆਣਾ ਅਤੇ ਅੰਮ੍ਰਿਤਸਰ ਵਿੱਚ ਵਿਆਹ ਸਮਾਗਮਾਂ ਦੌਰਾਨ ਹੋਈਆਂ ਅਪਰਾਧਿਕ ਵਾਰਦਾਤਾਂ ਤੋਂ ਇਹ ਸਾਫ਼ ਹੈ ਕਿ ਗੈਂਗਸਟਰ ਬੇਖੌਫ਼ ਹੋ ਕੇ ਖੁੱਲ੍...

Chandigarh 30 January ( Ranjeet Singh Dhaliwal ) : Electricity employees in Chandigarh held protest rallies in front of their respective offices today, January 30, 2026, and announced that they will observe January 31, 2026, as a Black Day to protest against the illegal transfer of government electricity employees working under the Chandigarh administration to the private company Eminent without their consent. CTU Outsourced Employees Call Off 50-Day Peaceful Protest Following Assurance by Senior BJP Leader Sanjay Tandon Chandigarh 30 January ( Ranjeet Singh Dhaliwal ) : The peaceful protest being held for the past 50 days by outsourced employees removed from CTU ended  today after senior BJP leader Sanjay Tandon assured the employees that he will hold discussions with administration and get the employees reinstated. Senior BJP leader Sanjay Tandon gave an assurance that nearly 300 outsourced employees removed from CTU would be reinstated in their jobs after holding parleys with administration.  Following this assurance, the employees peacefully called off their protest. Chandigarh 29 January ( Ranjeet Singh Dhaliwal ) : Electricity employees in Chandigarh will hold protest rallies in front of their respective offices on January 30, 2026, and observe a Black Day on January 31, 2026, to protest against the illegal transfer of government electricity employees working under the Chandigarh administration to a private company, Eminent, without their consent.  In a meeting held today, the main office bearers of the union strongly condemned the administration, stating that instead of taking action against the officials who illegally handed over government property, the administration is using ESMA (Essential Services Maintenance Act) to suppress the struggle of government employees who are demanding their adjustment. Legal Objections Raised Over Implementation of EWEDC Privatisation; 22 Cases Pending Before CAT. Chandigarh 28 January ( Ranjeet Singh Dhaliwal ) : Employees have raised serious legal and procedural objections over the implementation of the privatisation of the distribution business of Electricity Wing of Engineering Department Chandigarh (EWEDC) under the Government of India’s Atmanirbhar Bharat initiative, alleging deviations from statutory provisions and the terms of the government notification. According to informed sources, the notification approving the transfer of the distribution business had explicitly excluded transmission assets from the scope of transfer. However, the scheme prepared and finalised by the administration is stated to have included transmission assets for transfer to CPDL, which employees have described as contrary to the Electricity Act, 2003. EWEDC ਦੇ ਨਿੱਜੀਕਰਨ ਨੂੰ ਲਾਗੂ ਕਰਨ ਵਿਰੁੱਧ ਕਾਨੂੰਨੀ ਇਤਰਾਜ਼ ਉਠਾਏ ਗਏ, CAT ਵਿੱਚ 22 ਮਾਮਲੇ ਪੈਂਡਿੰਗ ਚੰਡੀਗੜ੍ਹ 28 ਜਨਵਰੀ ( ਰਣਜੀਤ ਧਾਲੀਵਾਲ ) : ਕਰਮਚਾਰੀਆਂ ਨੇ ਭਾਰਤ ਸਰਕਾਰ ਦੀ ਆਤਮਨਿਰਭਰ ਭਾਰਤ ਯੋਜਨਾ ਅਧੀਨ ਇਲੈਕਟ੍ਰੀਸਿਟੀ ਵਿੰਗ ਆਫ ਇੰਜੀਨੀਅਰਿੰਗ ਡਿਪਾਰਟਮੈਂਟ ਚੰਡੀਗੜ੍ਹ (EWEDC) ਦੇ ਵੰਡ ਕਾਰੋਬਾਰ ਦੇ ਨਿੱਜੀਕਰਨ ਨੂੰ ਲਾਗੂ ਕਰਨ 'ਤੇ ਗੰਭੀਰ ਕਾਨੂੰਨੀ ਇਤਰਾਜ਼ ਉਠਾਏ ਹਨ। ਕਰਮਚਾਰੀਆਂ ਅਤੇ ਜਾਣਕਾਰ ਸੂਤਰਾਂ ਦੇ ਅਨੁਸਾਰ, ਯੋਜਨਾ ਨੂੰ ਲਾਗੂ ਕਰਨਾ ਬਿਜਲੀ ਐਕਟ, 2003 ਦੇ ਉਪਬੰਧਾਂ ਅਤੇ ਸੰਬੰਧਿਤ ਸਰਕਾਰੀ ਨੋਟੀਫਿਕੇਸ਼ਨ ਤੋਂ ਭਟਕ ਗਿਆ ਹੈ, ਅਤੇ ਸੰਵਿਧਾਨ ਦੀ ਧਾਰਾ 311 ਦੀ ਅਣਦੇਖੀ ਕੀਤੀ ਜਾ ਰਹੀ ਹੈ। ਸੂਤਰਾਂ ਦਾ ਕਹਿਣਾ ਹੈ ਕਿ ਜਦੋਂ ਕਿ ਨੋਟੀਫਿਕੇਸ਼ਨ ਵਿੱਚ ਟ੍ਰਾਂਸਮਿਸ਼ਨ ਸੰਪਤੀਆਂ ਨੂੰ ਟ੍ਰਾਂਸਫਰ ਤੋਂ ਬਾਹਰ ਰੱਖਿਆ ਗਿਆ ਸੀ, ਪ੍ਰਸ਼ਾਸਨ ਦੁਆਰਾ ਤਿਆਰ ਕੀਤੀ ਗਈ ਯੋਜਨਾ ਵਿੱਚ ਉਨ੍ਹਾਂ ਦੇ ਨਿੱਜੀ ਕੰਪਨੀ CPDL ਨੂੰ ਟ੍ਰਾਂਸਫਰ ਕਰਨ ਦਾ ਉਪਬੰਧ ਸ਼ਾਮਲ ਸੀ, ਜੋ ਕਿ ਕਾਨੂੰਨ ਦੇ ਉਲਟ ਹੈ। ਇਹ ਵੀ ਦੋਸ਼ ਲਗਾਇਆ ਗਿਆ ਹੈ ਕਿ EWEDC ਕਰਮਚਾਰੀਆਂ ਨੂੰ ਉਨ੍ਹਾਂ ਦੀ ਸਹਿਮਤੀ ਤੋਂ ਬਿਨਾਂ ਨਿੱਜੀ ਕੰਪਨੀ CPDL ਵਿੱਚ ਟ੍ਰਾਂਸਫਰ ਕੀਤਾ ਗਿਆ ਸੀ, ਹਾਲਾਂਕਿ EWEDC ਕੋਲ ਪਹਿਲਾਂ ਟ੍ਰਾਂਸਮਿਸ਼ਨ ਅਤੇ ਵੰਡ ਕਾਰਜਾਂ ਲਈ ਕੋਈ ਵੱਖਰਾ ਕੇਡਰ ਸਿਸਟਮ ਨਹੀਂ ਸੀ, ਅਤੇ ਕਰਮਚਾਰੀ ਵਿਕਲਪਿਕ ਆਧਾਰ 'ਤੇ ਦੋਵੇਂ ਤਰ੍ਹਾਂ ਦੀਆਂ ਡਿਊਟੀਆਂ ਨਿਭਾ ਰਹੇ ...

ਛਾਂਟੀਆਂ ਦੌਰਾਨ ਦਸ ਸਾਲ ਦੀ ਸੇਵਾ ਪੂਰੀ ਕਰ ਚੁੱਕੇ ਯੂਟੀ ਅਤੇ ਨਗਰ ਨਿਗਮ ਦੇ ਅਸਥਾਈ ਕਰਮਚਾਰੀਆਂ ਨੂੰ ਰੈਗੂਲਰ ਕਰਨ ਦੀ ਮੰਗ ਤੇਜ਼ ਹੋਈ  ਪ੍ਰਸ਼ਾਸਨ ਅਤੇ ਨਗਰ ਨਿਗਮ ਵਿੱਚ ਅਸਥਾਈ ਕਰਮਚਾਰੀਆਂ ਲਈ ਕੋਈ ਨੌਕਰੀ ਸੁਰੱਖਿਆ ਨੀਤੀ ਨਹੀਂ ਸੰਯੁਕਤ ਕਰਮਚਾਰੀ ਮੋਰਚੇ ਵੱਲੋਂ ਮਸਜਿਦ ਗਰਾਊਂਡ ਵਿਖੇ ਇੱਕ ਵਿਰੋਧ ਰੈਲੀ ਦਾ ਆਯੋਜਨ ਕੀਤਾ ਗਿਆ ਚੰਡੀਗੜ੍ਹ 15 ਜਨਵਰੀ ( ਰਣਜੀਤ ਧਾਲੀਵਾਲ ) : ਅੱਜ, ਸੰਯੁਕਤ ਕਰਮਚਾਰੀ ਮੋਰਚੇ ਵੱਲੋਂ ਯੂਟੀ ਅਤੇ ਨਗਰ ਨਿਗਮ ਦੇ ਕਰਮਚਾਰੀਆਂ ਦੀਆਂ ਲਟਕਦੀਆਂ ਮੰਗਾਂ ਦੇ ਸਮਰਥਨ ਵਿੱਚ ਮਸਜਿਦ ਗਰਾਊਂਡ ਵਿਖੇ ਇੱਕ ਵਿਸ਼ਾਲ ਵਿਰੋਧ ਰੈਲੀ ਦਾ ਆਯੋਜਨ ਕੀਤਾ ਗਿਆ। ਵਿਰੋਧ ਰੈਲੀ ਵਿੱਚ ਰੈਗੂਲਰ, ਕੰਟਰੈਕਟ ਅਤੇ ਆਊਟਸੋਰਸ ਕੀਤੇ ਕਰਮਚਾਰੀਆਂ ਦੀਆਂ ਮੁੱਖ ਮੰਗਾਂ ਵਿੱਚ ਸ਼ਾਮਲ ਸਨ: ਰੋਜ਼ਾਨਾ ਤਨਖਾਹ, ਕੰਟਰੈਕਟ ਅਤੇ ਆਊਟਸੋਰਸ ਕੀਤੇ ਕਰਮਚਾਰੀਆਂ ਨੂੰ ਨਿਯਮਤ ਕਰਨਾ; ਬਰਾਬਰ ਕੰਮ ਲਈ ਬਰਾਬਰ ਤਨਖਾਹ; ਸੀਟੀਯੂ ਤੋਂ ਬਰਖਾਸਤ ਕੀਤੇ ਗਏ ਆਊਟਸੋਰਸ ਕੀਤੇ ਕਰਮਚਾਰੀਆਂ ਨੂੰ ਬਹਾਲ ਕਰਨਾ; ਨਵੇਂ ਕਿਰਤ ਕਾਨੂੰਨਾਂ ਨੂੰ ਰੱਦ ਕਰਨਾ; ਰੈਸ਼ਨੇਲਾਈਜੇਸ਼ਨ ਦੀ ਆੜ ਵਿੱਚ ਅਸਥਾਈ ਕਰਮਚਾਰੀਆਂ ਦੀ ਛਾਂਟੀ ਨੂੰ ਖਤਮ ਕਰਨਾ; ਮਿਡ-ਡੇਅ ਮੀਲ ਕਰਮਚਾਰੀਆਂ ਨੂੰ ਡੀਸੀ ਰੇਟਾਂ ਦਾ ਭੁਗਤਾਨ; ਸੀਟੀਯੂ ਅਤੇ ਬਿਜਲੀ ਵਿਭਾਗ ਤੋਂ ਈਐਸਐਮਏ ਨੂੰ ਹਟਾਉਣਾ; ਕਰੈਚ ਕਰਮਚਾਰੀਆਂ ਨੂੰ ਦਿੱਤੇ ਗਏ ਟਰਮੀਨੇਸ਼ਨ ਅਤੇ ਰਿਟਾਇਰਮੈਂਟ ਆਰਡਰ ਰੱਦ ਕਰਨਾ; ਸੀਟੀਯੂ ਕਰਮਚਾਰੀ ਯੂਨੀਅਨ ਦੇ ਆਗੂਆਂ ਵਿ...
