Chandigarh, April 4, 2026 – Today, April 4, 2026, regarding the demands of employees working in Anganwadis and Crèches, a joint delegation representing both unions—under the leadership of the Federation—met with the Chairman of the Administration's Social Welfare Committee (who is also a former Member of Parliament and Additional Solicitor General for the Central Government), Satya Pal Jain, and presented him with a memorandum outlining the demands of the Anganwadi and Crèche workers. The delegation was led by the Federation's President, Rajendra Katoch, and Chairman, Gopal Dutt Joshi. The delegation included Anganwadi President Neelam Kumari, General Secretary Renu, as well as Bihari Lal, Neena, Veena Devi, Poonam Rana, and Anita. The delegation formally submitted the memorandum of demands of the Anganwadi and Crèche workers to Satya Pal Jain.
The delegation apprised him that the attitude of officials within the Social Welfare Department towards Anganwadi and Crèche workers remains consistently negative, and that the employees are being subjected to exploitation at every level; specifically, the 'Poshan' (Nutrition) Team has been treating the Anganwadi workers with disrespect. The delegation further informed the Committee Chairman, Satya Pal Jain, that officials of the Social Welfare Department are completely disregarding the repeated memorandums and requests for meetings submitted by the union, and are even ignoring the protest demonstrations being staged by the workers. Consequently, several demands remain pending, including the implementation of DC rates for all ICDS personnel; ensuring 100% promotion opportunities for Workers and Helpers; fixing duty hours in accordance with ICDS guidelines; ensuring the timely payment of honorariums; putting an end to the practice of issuing baseless, threatening warning letters to pressure Helpers and Workers; revoking the termination orders of seven Crèche Workers and Helpers to reinstate them to duty; and revoking the retirement orders of five Crèche Workers and Helpers—who were retired at age 60 instead of 65—to reinstate them to duty. After listening attentively to the delegation, Mr. Jain assured them that he would engage in discussions with officials from the Social Welfare Department and strive to resolve these demands. The delegation subsequently expressed their gratitude to him.
