Chandigarh 16 March ( Ranjeet Singh Dhaliwal ) : The Dearness Allowance (DA) of Guest and Contract Teachers working in the Chandigarh School Education Department has not been released since July 2025. For the past eight months, the file related to the DA has been moving from one table to another within the Education Department, causing financial and mental stress to around 500 teachers.
It is noteworthy that Guest Teachers have been working on regular posts since 2008 under the updated contract system, while Direct Contract Teachers have been serving since 1999. As per orders of the Hon’ble Courts and administrative instructions, they are entitled to Dearness Allowance along with basic pay similar to regular teachers. Despite this, unnecessary delays occur every time in releasing the DA. The Accounts Branch of the department repeatedly raises objections and keeps the process pending, and complaints regarding this matter have even been submitted to the Ministry of Home Affairs.
In 2016, the Personnel Department of the Chandigarh Administration issued an order stating that all contract employees should be given Dearness Allowance similar to regular employees. The Finance Department has also clearly instructed that the file for Guest Teachers’ DA does not need to be sent repeatedly and that their DA should be released along with that of regular employees.
On the other hand, in the Higher Education Department, all teachers and employees are receiving their Dearness Allowance on time, and the Seventh Pay Commission has already been implemented. Despite both departments having the same Secretary, the School Education Department appears to be lagging behind in this matter. The main reasons are said to be lack of coordination, unnecessary hurdles, and lack of interest in work, the consequences of which are being borne by the teachers.
Regarding this issue, a special meeting of the Joint Action Committee of Teachers was held with the Director School Education on 30 January 2026. In that meeting, the Director assured that the Dearness Allowance of teachers working under the Sarva Shiksha Abhiyan had already been released and that the DA of Guest/Contract Teachers would also be released soon.
However, despite considerable time passing the situation remains unchanged, leading to increasing resentment among teachers.
Union General Secretary Shiv Murat Yadav stated that such situations repeatedly force teachers to waste their energy in unnecessary protests. Once the Finance Department of the Chandigarh Administration has already clarified that the file does not need to be sent to them, and when DA up to 55% has already been verified and released by the Accounts branch itself, repeating the same process again is unjust. If the DA is not released soon, teachers will be compelled to protest, and the entire responsibility will lie with the Education Department. If necessary, protests will also be held outside the residences of officials who are creating obstacles in the process.
Union President Ranbir Rana said that since it is examination time, teachers do not wish to start an agitation. However, due to the indifferent attitude of the Finance Department of the Chandigarh Administration, they may be left with no other option. He expressed hope that the Chief Secretary, Education Secretary, and Director of School Education will soon issue orders for the 58% Dearness Allowance for Guest/Contract Teachers and take action on other pending demands of Chandigarh teachers. Otherwise, teachers will be forced to protest on the road. He also demanded from the Administrator of Chandigarh that the departments of such officers be withdrawn immediately if they are unable to safeguard the interests of teachers and employees.
