Jasbir Singh Bunty raised issues with enforcement in the 360th meeting of Chandigarh Municipal Corporation
Chandigarh 11 April ( Ranjeet Singh Dhaliwal ) : During the 360th meeting of the Chandigarh Municipal Corporation, Councilor Jasbir Singh Bunty of Ward No. 24 strongly raised several significant issues of public interest related to the city's enforcement mechanism. He stated that approximately 25,000 vendors are operating in the city, of whom about 13,000 are legitimate; however, the Municipal Corporation is receiving fees from only around 4,000 vendors. A large number of illegal vendors are operating without paying any fees—a situation to which he raised strong objections, questioning why strict action is not being taken against them.
Councilor Jasbir Singh Bunty demanded that either illegal vendors be removed, or they be brought under the ambit of fees to boost the Municipal Corporation's revenue. Furthermore, he sought full details regarding the challans issued to date, including clear information on recoveries and pending cases. He also raised the serious issue that, previously, a sum of ₹500 per week was collected from certain illegal vendors—an amount that has now escalated to ₹1,000 per week—thereby fueling corruption. He demanded an impartial inquiry into this entire matter.
Raising questions about the functioning of the enforcement team, he stated that employees often deliberately delay taking action, allowing illegal vendors to vacate the site and rendering the enforcement ineffective. He also stated that legitimate vendors are not receiving adequate facilities, whereas illegal vendors are operating indiscriminately wherever they please—a situation that is completely wrong. Citing Supreme Court orders, the Councilor stated that illegal vendors should be removed and legal vendors should be accommodated within designated vending zones; however, these directives are not being complied with.
