Demand for One-Time Regularization of Daily-Wage and Contract Employees with 10 Years of Service Gains Momentum

Sanyukt  Karamchari Morcha announces submission of a Joint Memorandum of Demands to the Government, Administration, Both Members of Parliament, and Major Political Parties to Ensure Demands Are Met.

Chandigarh 21 May ( Ranjeet Singh Dhaliwal ) : Today, a major press conference was organized at the Press Club by the Sanyukt Karamchari Morcha in support of the pending demands of UT and MC employees. Six prominent employee organizations and federations from Chandigarh participated in this press conference. Addressing the gathering, the key leaders of the employee organizations expressed their strong resentment over the lax and indifferent attitude of the Chandigarh and MC administrations regarding the resolution of demands that have remained pending for years. During the press conference, Convener Gopal Dutt Joshi demanded the one-time regularization of all daily-wage and contract employees who have completed ten years of service under the administration. Convener Ranjit Mishra put forward the demand for the regularization of temporary employees across all categories engaged in perennial tasks, as well as the implementation of the principle of "Equal Pay for Equal Work." Convener Sukhbir Singh demanded job security for outsourced employees—from the time of recruitment until retirement—through a centralized government agency, replacing the current system involving the GeM portal. Convener Surmukh Singh demanded the full implementation of Central Government rules and the extension of the 7th Pay Commission benefits to daily-wage employees. Convener Ranjit Hans stated that, in support of their demands, the Sanyukt Karamchari Morcha would mobilize its ranks in the coming days to intensify its agitation and issue a stern warning to the government and the administration. Convener Bipin Sher Singh announced that, in furtherance of their demands, the Joint Employees' Front would soon jointly submit a memorandum of demands to the government and the administration. 

The press conference highlighted the key demands of regular, contractual, and outsourced employees. These demands included the one-time regularization of daily-wage, contractual, and outsourced staff engaged in perennial tasks; "equal pay for equal work"; the repeal of new labor laws; an end to the retrenchment of temporary staff under the guise of "rationalization"; the revocation of termination and retirement orders issued to crèche staff; the quashing of FIRs registered against leaders of the CTU Employees Union; the redeployment of government employees transferred from the Electricity Department to other government offices; the payment of DC rates to Anganwadi and Mid-Day Meal workers; the allocation of promotional posts to UT employees through the full implementation of Central Government rules; the implementation of the 7th Pay Commission recommendations, including the disbursement of arrears and allowances; raising the eligibility ceiling for ESI and bonuses to ₹50,000; the extension of CGHS medical facilities; and the provision of employment to the dependents of deceased employees by waiving the existing ceiling limits, among other issues.
Participants in the press conference included key executive members from various organizations—such as the Federation of UT and MC Employees, the Joint Employees Welfare Association,  UT Chandigarh SS Federation,  Joint Action Committee of UT and MC Employees, UT SS Federation Chandigarh, and All Contractual Karamchari Sangh Bharat —including Conveners Gopal Dutt Joshi, Sukhbir Singh, Ranjit Mishra, Surmukh Singh, Ranjit Hans, and Bipin Sher Singh. additionally, representatives from various other organizations—including Rajendra Katoch, Harkesh Chand, Bihari Lal, Subramaniam, Rajaram, Dharmendra Rahi, Gurpreet Bawa, Sahil Kahilon, and other colleagues—were present. At the conclusion of the press conference, the Sanyukt Karamchari Morcha  of UT and MC employees formally requested an urgent meeting with the Chandigarh Administration to address and resolve their demands. The Sanyukt Karamchari Morcha announced its intention to submit memorandums of demands to the government and the administration—as well as to the city's two sitting Members of Parliament and major political parties—and pledged to continue its struggle until their pending demands are fully met.
