In a statement, Punjab Congress president Amarinder Singh Raja Warring questioned the real purpose of the “census”. He said, it was actually the AAP’s exercise to collect the data of the people ahead of the elections, at the cost of state exchequer. 20 Lakh Paramilitary Families to Take to the Streets for Withdrawal of “Black Law” Passed Against Supreme Court Verdict : H.R. Singh

Chandigarh 3 May ( Ranjeet Singh Dhaliwal ) : There is widespread anger among nearly 2 million paramilitary families over the demand for restoration of the old pension scheme and the withdrawal of what they term a “black law” passed by Parliament. Addressing a press conference at the Chandigarh Press Club, H.R. Singh, President of the Alliance of All Ex-Paramilitary Forces Welfare Association and former ADG, expressed shock over the Central Government passing the CAPF General Administration Bill 2026 in Parliament, allegedly in contradiction to the historic Supreme Court judgment delivered on May 23, 2025, in favor of 13,000 cadre officers. He strongly demanded that the government repeal this law.

Anand Nimbadia, IG (Veteran) of ITBP, called for the creation of a separate ministry for central armed police forces so that their concerns and policy matters receive focused attention. He emphasized that paramilitary forces bear the dual responsibility of maintaining internal security and guarding sensitive borders. He pointed out that personnel often have to stay away from their families for long durations, sometimes thousands of kilometers away. Therefore, he urged the government to frame separate service rules for pension, promotions, and leave for paramilitary personnel. Former IG of BSF, Vikas Chandra, questioned how the government could classify a force like BSF—which has its own artillery, marine wing, and air wing—as a civilian force. He also raised concerns over the appointment of IPS officers, stating that many of them lack adequate knowledge of border outposts (BOPs) and the Line of Control (LOC).

The association’s General Secretary, Ranbir Singh, highlighted the role of paramilitary forces in protecting the Parliament building, safeguarding Lord Ram Lalla from terrorist threats, contributing to anti-Naxal operations, and ensuring fair conduct during the West Bengal Assembly elections. He reiterated the demand for restoration of the old pension scheme for these forces. He further announced that ex-paramilitary families will stage a peaceful protest at Jantar Mantar on May 6, demanding withdrawal of the law and restoration of the old pension scheme. Treasurer V.S. Kadam also urged Punjab Chief Minister Bhagwant Mann to establish a Paramilitary Welfare Board in the state for the welfare and rehabilitation of paramilitary families.
