Restiveness Among Anganwadi Workers Due to Non-Payment of Honorarium for 5 Months; Preparations Underway for Renewed Agitation

Chandigarh 27 May ( Ranjeet Singh Dhaliwal ) : A meeting of the Anganwadi Workers and Helpers Union, Chandigarh, was held on May 25, 2026. During the meeting, discussions were held regarding the demands of the Anganwadi workers and helpers, specifically referencing a previous meeting held on April 7, 2026, with the former Director of the Social Welfare Department. In this context, a subsequent meeting was held with the current Director on May 7, 2026, wherein a plea was made to ensure the timely payment of honorariums. In furtherance of this matter, a memorandum was submitted to the Director again today, appealing for the immediate disbursement of pending honorariums—outstanding for the past five months—to all workers and helpers. Furthermore, the Union appealed for the swift resolution of other demands through a consultative meeting with the Union. These demands include the implementation of "DC Rates" (Deputy Commissioner Rates) for remuneration—on the lines of the models adopted in Kerala and Puducherry—given that Anganwadi workers and helpers routinely perform duties exceeding their stipulated working hours. Moreover, it was highlighted that there has not been even a single penny's increase in their honorarium since October 2018.

During the meeting, a demand was raised for the declaration of summer vacations. It was pointed out that, due to the closure of schools during the summer season, no children are currently attending the Anganwadi centers; conversely, the workers are burdened with the financial costs of electricity, water, and other utilities. Consequently, the Union demanded an immediate one-month vacation period from June 1 to June 30, during which dry rations should be distributed to the children instead of requiring their physical attendance.

The Union also appealed for the provision of two sets of uniforms per year and demanded that the uniform allowance rates be enhanced to align with the rates applicable to other employees working within the UT Chandigarh administration. Furthermore, the Union took strong cognizance of the delays in promotions, the issuance of arbitrary notices, and the issuance of termination orders against employees without valid cause. An earnest appeal was made to the Director to put an immediate halt to such provocative actions by concerned departmental officials, thereby ensuring the maintenance of a harmonious and conducive working environment within the department.
