Union Strongly Criticizes Deployment of Horticulture Staff for Waste Removal – Warns of Intense Agitation
Chandigarh 20 May ( Ranjeet Singh Dhaliwal ) : The CMC Horticulture Union, Chandigarh, has strongly condemned the Municipal Corporation's decision to deploy gardeners—who work under the Horticulture Department—to assist in clearing the "mountains of garbage" at Dadu Majra, Sector 38. The Union has issued a stern warning to officials, demanding an immediate halt to the practice of assigning horticulture staff duties at the waste processing plant or for general waste removal. Instead, they insist that this work be assigned exclusively to employees specifically recruited for the purpose, or that the task of waste removal be outsourced to a specialized agency.
The primary duty of horticulture staff is to keep the city green, plant trees, and maintain vegetation—not to clean up filth and refuse, particularly without the provision of safety equipment or protective gear against hazardous, toxic, and disease-causing materials. The Horticulture Department is already grappling with a staff shortage; indeed, citing this very shortage as a pretext, parks and green belts are currently being handed over to private societies through Memorandums of Understanding (MOUs). On the other hand, horticulture employees are being pushed into the jaws of disease—a situation that is, by any standard, completely unjustifiable.
Harkesh Chand (President), M.M. Subramaniam (General Secretary), Budh Ram, Ajayab Singh, and Hardeep Singh (Vice Presidents), along with Gopal Dutt Joshi (Advisor) of the CMC Horticulture Workers' Union, have warned officials to stop playing with the future of the horticulture staff. They demand an inquiry into the conduct of officials who—from the very beginning to the present day—have proven incapable of effectively managing waste removal. Furthermore, they insist that strict action be taken against those found culpable, and that the staff be immediately relieved from these filthy duties and reassigned to their designated horticulture work; failing which, the Union will launch an intense agitation.
