Massive Protest by JTA for Justice to 2015 Batch Teachers at Sector 20 Masjid Ground
Chandigarh 31 July ( Ranjeet Singh Dhaliwal ) : Thousands of teachers from Punjab, Haryana, UT Chandigarh, SSA, and Computer Cadres assembled today at Masjid Ground, Sector 20, Chandigarh, under the banner of the Joint Teachers Association (JTA) to demand long-awaited justice for the 2015 batch teachers, whose confirmation and financial benefits remain pending despite a clear judgment by the Central Administrative Tribunal (CAT). The peaceful protest began at 5:45 PM and saw wide participation from across teaching cadres, united in their call for immediate implementation of the CAT order. Teachers expressed serious concern over the continued delay by the Chandigarh Administration, especially when HCS officers of 2002 and 2004 batch in Haryana have been promoted through UPSC despite pending legal cases, exposing a pattern of discrimination and disregard for judicial directives. The protestors also invoked the 2019 DoPT guidelines of the Government of India, which explicitly state that probation cannot be extended indefinitely—a guideline blatantly ignored in the case of Chandigarh teachers.

Next Phase of Agitation Announced
During the protest, the JTA also announced its next major step:
➡️ On 5th September 2025, teachers from all cadres will march for request to the Hon’ble Governor’s House to present their demand for immediate justice to the 2015 batch teachers.
Additionally, the JTA demanded that the Chandigarh Administration immediately issue a notification for allowing Half Pay Medical Leave (HPL) for all UT cadre teachers earned before 31st March 2022, under the Punjab Service Rules, which is a legal right of employees.
They asserted that the Personnel Department has no legal requirement to send this matter to the MHA, and delaying this benefit is unjustified and unconstitutional.
The Joint Teachers Association reaffirmed its commitment to peaceful and democratic protest until justice is delivered to every affected teacher.
