Punjab government should immediately implement the decision taken by the Supreme Court: Lakhowal
Punjab government should immediately ban pet dogs and domesticated cattle from roaming freely
Chandigarh 25 May (Ranjeet Singh Dhaliwal): Statement of Bharatiya Kisan Union Lakhowal State President Harinder Singh Lakhowal has said that the Punjab government should immediately implement the historic decision taken by the Honorable Supreme Court to solve the problem of stray dogs because it has brought great relief to farmers and villagers and city dwellers. The Kisan Union has termed this decision as commendable and the need of the hour.
President Lakhowal said that "Stray dogs in the villages were the biggest problem for farmers. Wheat, vegetables, poultry farms, goat farming, crops are destroyed everywhere by herds of domestic and stray dogs and domestic and stray cattle. Small children are afraid to go to school and the elderly are afraid to go out in the streets. They bite farmers and laborers working in the fields. The Supreme Court has understood the pain of farmers and the common people."
He said that the court has ordered that aggressive dogs near the fields should be immediately rescued and sent to shelters. This will prevent the loss of vegetables and rabi-kharif crops. Every year, many humans and human children, as well as hundreds of goats, sheep, small calves, small children and the elderly lose their lives due to dog attacks. The establishment of shelters at the district level will provide relief to animal husbandry. The order to sterilize 90% of dogs in 6 months is a boon for villages. Controlling the population of dogs is the only sure solution. This decision has mentioned the inclusion of panchayats in the feeding point and sterilization campaign. This should be implemented at the ground level.
President Lakhowal has said that the Punjab government should start a sterilization campaign at the village level within 15 days and the animal husbandry department and panchayats should be given joint responsibility. The compensation for the loss of a farmer or animal due to dog bites should be fixed at Rs 50,000. A mobile veterinary van should be set up in every block only for the sterilization of dogs and also the people who have pet dogs should be taken for a walk to some empty place by their owners on a leash. At the same time, we demand that those who are traveling from Rajasthan, the states or Punjab or common people who are roaming on the roads with their pet animals for grazing should be stopped with strict instructions because it is against the law to roam on the roads with stray animals. In front of this, accidents that are getting bigger and bigger and smaller with such roaming animals can be stopped. With this ban, thousands of precious lives can be saved.
