New Delhi/Chandigarh 10 August ( Ranjeet Singh Dhaliwal ) : BJP National General Secretary and Rajya Sabha MP Tarun Chugh on Monday forcefully raised the issue of the deteriorating law and order situation and growing drug menace in Punjab during Zero Hour in the Rajya Sabha. Chugh said that Punjab, the land of Gurus, spiritual leaders and martyrs, is today under the threat of drug traffickers, gangsters and forces operating from across the border, while the Aam Aadmi Party government has completely failed to meet this challenge. He said this was not merely a matter of political allegations and counter-allegations, but a serious question concerning the future of an entire generation in Punjab and the security of the nation.

Citing the Crime in India 2024 report released by the Ministry of Home Affairs’ National Crime Records Bureau (NCRB) in May 2026, Chugh said Punjab ranks first in the country with 6,060 cases of possession of narcotic substances for drug trafficking. He said deaths due to drug overdose increased from 89 in 2023 to 106 in 2024. Similarly, Punjab ranked first in the country with 1,356 snatching cases. The state recorded 1,079 murders and 48 incidents of jail escapes in a single year. Chugh said these are not allegations made by the Opposition, but official figures of the Government of India that bring out the seriousness of the present situation in Punjab.

Drawing the attention of the House to the national security dimension, Chugh said the drug and crime crisis in Punjab was no longer merely a law and order issue, but had also become a matter of national security. He said that according to the BSF, drones intercepted along the Punjab border increased from 21 in 2022 to 294 in 2024. These drones are being used to send heroin along with weapons, hand grenades and RDX into India. He said more than 21 grenade and explosive attacks have taken place since September 2024, most of them targeting police stations in border districts. Chugh said that when drugs and explosives are being sent across the border, the issue becomes a concern for the entire nation.

Chugh said the Punjab and Haryana High Court had described the drug situation in Punjab as a serious crisis in November 2025, yet the state government’s indifference continues. He said that according to a recent review by the Ministry of Home Affairs, nearly 60,000 NDPS cases are pending in Punjab, while not a single Special NDPS Court is operational in the state. Chugh said the government that came to power promising to eliminate drugs from Punjab has failed to establish an effective judicial mechanism, ensure security or provide adequate rehabilitation.

Through the House, Chugh urged the Central Government to take three concrete measures. He called for Special NDPS Courts in all drug-affected districts of Punjab, the highest priority to be accorded to deployment of an anti-drone system along the state’s 553-kilometre international border, and a high-level review of Punjab’s situation along with a special rehabilitation and employment package for youth in the border districts. Chugh said maintaining law and order is the constitutional responsibility of the state government, but given Punjab’s status as a border state, the issue is not merely a state concern but also a serious matter of national security.
