Chandigarh 28 June ( Ranjeet Singh Dhaliwal ) : GMCH New Contractor Workers Union, Sector-32 Chandigarh has made a written request to His Excellency the Administrator, Chandigarh UT for a fresh hearing in the Janta Darbar. Press Secretary of the Union, Vikram Singh informed that on 20-08-2025, in the Janta Darbar, a proposal was placed before His Excellency the Administrator to implement a secure employment policy like the Haryana Kaushal Rozgar Nigam (HKRN) model of the Haryana Government for the benefit of all outsourcing employees of GMCH Chandigarh. Adopting this policy will save the Chandigarh Administration crores of rupees annually in the form of a 3.85% monthly commission paid to service providers for inexperienced work, and increase the administration's revenue. Chandigarh 28 June ( Ranjeet Singh Dhaliwal ) : GMCH New Contractor Workers Union, Sector-32 Chandigarh has made a written request to His Excellency the Administrator, Chandigarh UT for a fresh hearing in the Janta Darbar. Press Secretary of the Union, Vikram Singh informed that on 20-08-2025, in the Janta Darbar, a proposal was placed before His Excellency the Administrator to implement a secure employment policy like the Haryana Kaushal Rozgar Nigam (HKRN) model of the Haryana Government for the benefit of all outsourcing employees of GMCH Chandigarh.

Adopting this policy will save the Chandigarh Administration crores of rupees annually in the form of a 3.85% monthly commission paid to service providers for inexperienced work, and increase the administration's revenue. Neighboring states Punjab and Haryana have secured the employment of all outsourcing workers by eliminating the exploitative practice of contracting. However, Chandigarh, the capital of both neighboring states, still lacks a concrete policy. There is no guardian to care for the interests of workers. Every time there is a change in political power, promises of job security are made, but on the ground, no politician is able to curb this exploitative system of workers.

Vikram Singh said that in the GeM system, every time a contractor changes, the jobs of experienced and satisfactory employees become insecure. New service providers often involve old employees in unnecessary formalities to get them to rejoin duty. The constant police verification, medical fitness reports, and various other formalities create fear among old workers about losing their jobs. Many workers in Chandigarh have even committed suicide after being forced to leave their jobs, the last source of support for their families and children, and receiving delayed salaries. Without secure employment, the lives of all outsourcing workers are in darkness. The procurement of human labor through GeM is contrary to the fundamental rights to equality, dignity, and security of life guaranteed under Articles 14 to 21 of the Indian Constitution.

Last time, His Excellency the Administrator took the issue of job security for workers positively and directed Principal Secretary Vivek Pratap Singh, IAS, to examine the HKRN model and implement it in Chandigarh. He also assured the union that he would call for a second hearing. But even after 10 months, no written reply has been received from the Chandigarh Administration nor has it been called for a re-hearing.

Therefore, the Union has humbly requested His Excellency the Administrator to provide an opportunity for early hearing in the Janta Darbar to implement the HKRN Safe Employment Policy in the interest of job security of thousands of outsourcing employees and public exchequer. The Union has full faith that His Excellency the Administrator will take positive decisions in the interest of workers and public and will implement exploitation-free employment policy in Chandigarh also.
