All India Car Dealers Association, Chandigarh objects to new RC transfer policy and demands restoration of old system

Chandigarh 27 July ( Ranjeet Singh Dhaliwal ) : The All India Car Dealers Association, Chandigarh, has opposed the new changes introduced by the Punjab government in the RC (Registration Certificate) transfer process. Through Mohali Deputy Commissioner Dr. Ankita Kansal, the association has submitted a memorandum to the Punjab government, demanding a reconsideration of the new system and the restoration of the old, simpler procedure. Association representative Gyaneshwar Jain (Shanky) stated that traders involved in the car buying and selling business across various districts of Punjab have been operating their businesses in compliance with all government regulations for nearly 30 years. He stated that vehicles are brought into Punjab from other states, and taxes and other fees are paid in accordance with the rules, thereby making a significant contribution to the state government's revenue.

The memorandum states that the Transport Department's decision to split the RC transfer process into three distinct stages—instead of a single step—will cause serious difficulties for general consumers and vehicle dealers. According to the association, the new system will necessitate repeated submission of documents, increase time and costs, and likely lead to further delays in RC transfer cases that are already pending. Car dealers state that under the new procedure, the separate steps involved in removing a loan, transferring the Registration Certificate (RC), and re-registering a loan could result in a single case taking six months or more to resolve. This could make banks and financial institutions hesitant to offer loans for used vehicles, which would directly impact the used car market.

The association also claimed that approximately 80 percent of new and used vehicle purchases in Punjab are made through financing. In such a scenario, if the loan process is disrupted, it could have an adverse impact on the used car business across the state and the livelihoods of the lakhs of people associated with it. Moreover, the need to make repeated visits to government offices will increase people's difficulties and could also heighten the risk of corruption. The memorandum also notes that the new system will lead to an increase in government expenditure, as previously an RC was printed only once, whereas now, three RCs and three smart cards might have to be issued for a single vehicle. The association has demanded that the Punjab government immediately reconsider the new changes made to the RC transfer process, restore the earlier simple single-step system, and implement a transparent and practical system that takes into account the interests of consumers and vehicle dealers.
