If contractors are completing the work on time then why are they not getting paid on time?
Chandigarh 10 August ( Ranjeet Singh Dhaliwal ) : An emergency and important meeting of the Haryana PWD Contractors Association was held on Monday at Nirman Sadan, Sector 33, Chandigarh. The meeting seriously discussed various issues, including pending payments to PWD contractors across the state. The issue of pending payments of ₹618 crore was raised prominently. Association Chairman Ashok Jain, President Bhagwan, and Vice President Manoj Chahal questioned the government, saying that contractors are completing construction tasks assigned by the department within the stipulated timeframe. If contractors can fulfill their responsibilities and complete the work on time, why aren't they being paid for their work within the stipulated timeframe?
Ashok Jain said, “If we get our dues of Rs 618 crore today then it is fine, otherwise the contractors will be forced to protest.” He said that contractors invest their own capital to complete roads, buildings, and other government development projects. The persistent delay in payment after completion is increasing financial pressure on contractors. They are now having to bear bank interest, employee salaries, labor payments, machinery, and other expenses from their own pockets. Association officials stated that the government and departments expect quality and timely work from contractors, and contractors fulfill their responsibilities. Therefore, a timely payment system should also be implemented. Contractors questioned that if contractors are asked to account for work delays, why isn't responsibility and accountability fixed for payment delays?
The association clarified that if immediate and concrete action is not taken regarding the pending payments of ₹618 crore, contractors will be forced to resort to agitation. Officials stated that contractors do not want a confrontation with the government, but continued pending payments will leave them with no option but to protest. After the meeting, a press conference was held in which the association presented its views before the media regarding pending payments, financial problems of the contractors and the strategy of the upcoming movement and demanded that the supplementary budget of Rs 3031.56 cr be passed immediately so that all the pending works can be completed by March 31:
