We Welcome the Punjab and Haryana High Court's Verdict in Favour of Employees : Giani Harpreet Singh
Chandigarh 4 August ( Ranjeet Singh Dhaliwal ) : Shiromani Akali Dal (Punar-Surjit) President Giani Harpreet Singh, in a written press statement, welcomed the Punjab and Haryana High Court's order directing the Punjab Government to release the pending Dearness Allowance (DA) arrears within 15 days. He stated that the case was heard by a Division Bench comprising Acting Chief Justice Ashwani Kumar Mishra and Justice Rohit Kapoor. Before reserving its judgment, the Bench conducted nearly a dozen hearings over the past month.
The order was passed while deciding petitions filed by the Punjab Government and Punjab State Power Corporation Limited (PSPCL), which had challenged the earlier direction to release the DA by June 30, 2026. The High Court has also directed the Chief Secretary of Punjab to submit a compliance report on the implementation of its orders. The judgment was pronounced after the Court had reserved its decision on July 22. Giani Harpreet Singh further said that the Court has reportedly restrained the Punjab Government from spending on advertisements outside the state, publicity campaigns, and certain other non-essential expenditures. He termed this decision as highly commendable and in the larger public interest.
He pointed out that on April 8, a Single Judge of the High Court had directed the Punjab Government to release approximately ₹14,191 crore in pending DA arrears. However, the State Government challenged that order before a Division Bench. Despite the appeal, the Division Bench has once again ruled in favour of the employees. The Hon'ble Court also directed that the Dearness Allowance be brought at par with the rates being paid to All India Services (IAS, IPS, and IFS) officers. The Court observed that once the Punjab Government had accepted the recommendations of the Sixth Punjab Pay Commission, employees and pensioners could not be deprived of the benefits arising from those recommendations. Following this judgment, the DA rate is expected to increase from 42% to 60%. A detailed written judgment in the matter is expected to be released within the next two to three days.
