The Laxmi Foundation highlights the plight of acid attack survivors at the NALSA Conference:
Dr. Navpreet Kaur submits a survivor-centric policy framework to the Hon’ble Chief Justice of India
Chandigarh 14 April ( Ranjeet Singh Dhaliwal ) : The 2026 National Legal Services Authority (NALSA) North Zone Regional Conference, held in Uttarakhand, focused on the theme “Justice Beyond Barriers: Rights, Rehabilitation & Enhancing Access to Justice”. The Hon’ble Chief Justice of India, Justice Surya Kant, emphasized the need for tailored, localised strategies to bridge the gap between legal frameworks and the practical, timely delivery of justice, particularly for vulnerable communities, while highlighting the importance of overcoming geographical barriers in hilly regions. Hon’ble Justice Vikram Nath, Chairman, NALSA and Judge, Supreme Court of India, emphasized the importance of moving beyond physical courtrooms to ensure “justice at the doorstep,” strengthening access to timely and effective justice delivery.
The conference brought together participants from Jammu and Kashmir, Ladakh, Himachal Pradesh, Punjab, Haryana, Chandigarh, Uttarakhand, Uttar Pradesh, Bihar, Jharkhand, and Delhi, fostering meaningful dialogue on strengthening access to justice across diverse regions. Dr. Navpreet Kaur and Laxmi, founders of The Laxmi Foundation, an NGO dedicated to supporting acid attack survivors, were invited by the National Legal Services Authority to speak on the plight and rights of acid attack survivors at this platform. The session was co-chaired alongside Hon’ble Mr. Justice S. Venkatanarayana Bhatti, Judge of the Supreme Court of India, and Hon’ble Mr. Justice Devendra Kumar Upadhyaya, Chief Justice of the High Court of Delhi. The event was further graced by the presence of the Hon’ble Chief Justice of India.Notably, Laxmi is the petitioner and survivor in the landmark case Laxmi vs Union of India, which resulted in significant legal reforms and regulatory measures concerning acid sale control, compensation, and survivor protection frameworks in India. On this occasion, Dr. Navpreet Kaur submitted a comprehensive survivor-centric policy draft framework to Hon’ble Justice Surya Kant, Chief Justice of India . The proposal focuses on strengthening medical, legal, rehabilitation, and financialsupport systems for acid attack survivors, addressing critical gaps and ensuring long-term, dignified support.It is hoped that this draft policy emerges as a frontrunner in shaping progressive reforms and receives due consideration for implementation at the national level.
