He also demanded Rs 50 crore to Rs 70 crores annual research grant for the Punjab Agricultural University, Ludhiana to improve the research facilities for better agriculture. The Ludhiana MP made a strong case for providing debt relief to the small and marginal farmers through one time settlement by waiving off their interests. Chandigarh 29 March ( Ranjeet Singh Dhaliwal ) : Former Health Minister of Punjab and Congress leader Balbir Singh Sidhu, while talking about many important projects prepared by the Congress government related to the health department, said, "The debt on the head of Punjab is increasing day by day, but the question is where is the government spending the money? Neither is any kind of development happening in the state nor is any project related to the health department being completed." Sidhu focused the attention of the people on the health and education model of the AAP government and said, "The AAP government has not completed any project related to the health department and the education department. The so-called hard-line honest government, which formed its government in the state by promising a health model, has done nothing but fool the people." 

Talking about the Sector 79 project in Mohali, Balbir Singh Sidhu said, "The 'Center of Excellence for Autism and Neuro-Developmental Disorders' built by us in Sector 79 at a cost of crores to create modern health infrastructure in Mohali, which was almost completed during our government, has today become a ruin due to the failure and negligence of the Aam Aadmi Party. It is very sad that this government is not able to prepare new health infrastructure, let alone take care of the projects completed by us." Taking a dig at the AAP government, he said that this hospital was specially built for children with autism and other mental development disorders and their families, which is now being ruined under the AAP government. Sidhu further said, "The state of the state is very unfortunate, the current AAP government has failed miserably in fulfilling every one of its promises, the people of Mohali are not getting any kind of health facilities, the hospitals that were ready are locked." Targeting the Health Minister, Sidhu said, "Even Dr. Balbir Singh, who talks a lot about the modern infrastructure associated with the Health Department, is not paying attention to any work related to this department, their government is only a photogenic government whose job is to advertise their false works by getting photos published in newspapers." Sidhu demanded from Chief Minister Bhagwant Mann and Health Minister Dr. Balbir Singh that the projects related to the health department of Mohali should be completed soon and that special attention should be paid to the works related to the health department of the state, moving away from advertisements. He also said that this project should be restarted immediately, as it is necessary for people with special needs.
