Promotions Stalled for 5 Years at ICDS Chandigarh; Workers Resentful
Lady Supervisors Hired on Contract; No Departmental Promotions Made to Fill Vacancies
Chandigarh 16 July ( Ranjeet Singh Dhaliwal ) : Promotions for Anganwadi workers at ICDS Chandigarh have been stalled for the past five years. Hundreds of Anganwadi workers are awaiting promotion, yet the department has not conducted a Departmental Promotion Committee (DPC) meeting since 2021. Approximately five posts for Lady Supervisors have remained vacant in the department since 2021. Instead of filling these vacancies through regular recruitment or departmental promotions, Lady Supervisors have been hired on a contractual basis. These contractual employees have been serving continuously without any break in service.
Aggrieved Anganwadi workers state that despite the presence of eligible and senior workers within the department, promotions have not been granted. Meanwhile, contractual appointments are being made to fill the vacant posts without following a transparent process. Citing the Central Government's 2024 rules, the workers noted, "If recruitment or promotion for a post is not carried out on time, that post may be deemed abolished."
The Anganwadi workers have demanded an inquiry into the entire matter by the UT Administration and the Vigilance Department. They allege that departmental rules are being violated by deliberately avoiding DPC meetings, thereby depriving eligible employees of their due rights. The workers have demanded that the five vacant posts be filled immediately through promotion and that the recruitment rules for ICDS be finalized as soon as possible.
